Tien-Chin Chang is a partner with Chang and Associates, Taipei, specializing in admiralty and transportation law.

After obtaining his law degree from National Taiwan University, he continued his studies at the graduate level, receiving his LL.M. in Admiralty in 1982 and his S.J.D. in 1984, both from Tulane Law School in the United States.

On his return to Taiwan, Tien-Chin founded Vhang and Associates, where he still practises, and also served as an Adjunct Associate Professor at the Cultural University. Since that time he has served as Chief of the Commerce Section for the Chinese Comparative Law Association, as Supervisor of the Taipei Bar Association, and as Director of the Law Department at the preparatory Office for the National Communications Commission.

He is currently serving as Legal Advisor to the Civil Aeronautic Administration and as an Advisor to the Science and Technology Advisory Group, Executive Yuan.
